Default Is This From A Licensed Electrician?

Found this while at an inspection.

By the way it is switched from the front entry. Christmas Lights anyone?

It was outside under the eave and was only 2 prong and had 2 male ends (ouch) connected for christmas lights. Wonder if they tested the switch by using their tongues on the male ends. lol
