Are you referring to the tool that I used to this wire.
Over 20 years in construction 3 of them spent working with electricians of which everyone carried this tool to check wires. I think Ill trust the tool.
In any case all the homeowner needs to do is prove the line is not live and remove it, or properly terminate it.
