Default Main Breaker's

These are some pics from this weekends inspection. The Mains are in a seperate panel from the sevice equipment panels. The equipment service panels where not bonded and the grounding wires where not on the sreet side of the water meter.

Gary, your post make no sense. Even looking at the pictures, I don't know what you're talking about.

Are these service panels? Is this a house, condo's, apartments. . .? What are you referring to when you say "mains"? What do you mean by "the grounding wires where not on the sreet side of the water meter"?

I will try to explain better. The two panels, center for apt. 1 and the far right apt. 2, have the main breakers, 100 amps. The far left is the equipment panel for the 1st floor apt. The 2nd. floor panel is on the second floor. As far as grounding, there is no jumper between the water meter, putting the ground also on the street side of the meter. Is that clear as mud, I hope?
