Question Main panel cover...anything missing?

Is there supposed to be a corner plate on this GE exterior service entrance panel? (This is the interior cover.)

I would think so. I would say that it is not safe.

Is that a meter enclosure and panel, looks like it to me. If so there is another shield that goes there to keep utility power (unmetered) from your side when doing a bottom feed

From those angles, looks like a good rodent/bird nest area. Not safe.
