Default Main panel installed at floor level in garage

200 amp Wadsworth split bus. How would you all comment on the location, so close to the floor? House built in '68. Front cover had some rusting, but connections & such looked good. Also, I believe Wadsworth panels have a "secondary" or "inner" cover with top & bottom screws, correct? This one obviously didn't. Can you puchase these covers separately?

I realize there are some other issues, like the wire coming out of the front and the hose bib right above, but I'm mainly inquiring about the location.

The height of the panel isn't an issue, however access to it is an issue on top of the other problems you pointed out.

working clearance is the big issue

I would say clearance , a issue . I had switch gear , sitting on the floor, in a basement so that is not a problem. I do have a question though. Panel outside mounted about 4 inches off the ground in a extreme wet area . Would anyone write it up?
