Default Main Panel wiring

A number of double taps but my question has to do with NEW wiring for future use and abandoned wiring. The large cable at the bottom has been run for a future heat pump. Wired and just cut in the box. The sheathing does extend about an inch past the conductors. The wire nuts at the right are abandoned baseboard heat wiring. Shouldn't those just be removed from the box?

I see these periodically.

There's no safety issue with these unused wires.

True. You should also verify that their ends are not just left open and exposed, because field experience has shown where an installeronce connected those "spare wires" leaving energized ends.Check to see that they are safe and hopefully in a covered junction box.
