Default Mast Head

This masthead has a small green wire connected to one of the wires connected to the masthead. The other end is connected to the one of the other cables.(Jumper) I have not seen this before. Thanks, Ken

It appears that the green conductor is connecting the neutral to the drop. Judging from the type of connections made I would say that this was done by the electrician possibly during a service upgrade and the utility has never replaced those "temporary" connections. I would also wonder about the size of the parallel phase conductors in that raceway. They would need to be a minimum of #1/0 and since you would have 4 current carrying conductors they would be subject to derating as well.
