damaged romex noted in <location>. Reccommend repair by licensed EC.

Yup...don't need to figure out what happened (not our job) just that it needs to be fixed.

It wouldn't hurt to add that the existing condition is an electrouction hazard.

And also a fire hazard, don't want to imagin what is going to happen when the circuit shorts out on the copper pipe.
