Question New one (for me)
Never seen this before. Grounds were pig tailed (wrapped) around the panels GC bond wire and not individually mounted on the buss bar. Common sense says not a great connection for continuity and probably a DIY short cut. Comments?

It's wrong. There must be some kind of mechanical connection.
