Default no room in fuse panel

Seen this the other day. What rating is this light socket?

Actually there is a forth just out of the pix on top. This "light fuse" was double taped, missing knock out, grounding issues, and the range block is now suppling power to the upstairs bedrooms. Buyer has an electric range.
