Default Obstructed Access

Apparently the power company feels it's more important that they can read their meter, than it is for the homeowner to have access to their service disconnect.

The panel cover can not be opened. I had to remove the hinges for access.

What is that wall covering? EIFS or stucco?

That's actually a cable. This home was built in 1968, before expansion joints were considered for HCSS.
