If the paint was removed under the lug, it is (which doesn't appear to be the case here). There are lugs specifically made for that panel, but there's also nothing that prohibits adding generic Ilsco mechanical lugs to a panel's backpan.

I also notice that the one GEC comes in through a 1/2" knockout with no connector. The GEC itself doesn't need the connector, but one is needed in that hole to help fill the annular space. The rule of thumb from the UL is that the openings are to be closed or filled in such a manner that a 1/4" dia rod cannot pass.
