Not sure about the marreted ground wires, is this OK?
The way I understand the CEC, splices are not allowed in the panel.
NEC 312.8 says splices are allowed within a cabinet, as long as there is adequate space. The wire nut should point up so debris will not fall into it (not sure that is NEC, but good practice).
Jim is referring to the Canadian Electrical Code.
Older installation, see it all the time and is not a defect. A combination panel should not however be used as a raceway / junction box. Any aluminum wiring?

Splices are allowed in the panel Eric. Looks like a bunch of new wiring was done at some point. Although it is full and pretty messy I really don’t see an issue with it. I would mention the main and sub being full.
Done and done no Al that I could see but plenty of other things wrong.
