Default Pig Looped

Saw this - see pic - the other day. It's to one of two 100 amp breaker panels from a 200 amp service. Comments welcomed. Need some good wording for the report. Thanks!

Are the wires just cut and inside the panel? Also, if u have microsft office, picture manager is a lot easier to work with your pictures.
