While a bushing or a grommet would prevent chafing damage to the cable they are not securing the cable to the enclosure as required. There should be a cable clamp installed to hold the cable to the panel.

In my area, they are called "box connectors".......appears to be one or 2 missing in your picture.

The NEC uses the word stripe to describe that yellow marking on the black conductor. The word tracer is often used as well.

I raised the question as to what type of conductor that is. (I couldn't tell definitively from the photo). From what I've seen this may be type USE conductors, used for underground service entrance laterals, and having a yellow stripe. Type USE condcutors are not permitted to enter into a building and must remain solely on the outside.

ARTICLE 338 Service-Entrance Cable: Types SE and USE
I. General
338.2 Definitions.
Service-Entrance Cable. A single conductor or multiconductor assembly provided with or without an overall covering, primarily used for services, and of the following types:
Type SE. Service-entrance cable having a flame-retardant, moisture-resistant covering.
Type USE. Service-entrance cable, identified for underground use, having a moisture-resistant covering, but not required to have a flame-retardant covering.

338.12 Uses Not Permitted.
(A) Service-Entrance Cable. Service-entrance cable (SE) shall not be used under the following conditions or in the following locations:
(B) Underground Service-Entrance Cable. Underground service-entrance cable (USE) shall not be used under the following conditions or in the following locations:
(1) For interior wiring
(2) For above ground installations except where USE cable emerges from the ground and is terminated in an enclosure at an outdoor location and the cable is protected in accordance with 300.5(D)
