Yeah, I've come across those before. They're multi-colored, but always different colors each time you see one. I'm guessing they used recycled plastic bits?

By SEC, I assume you mean service entry conductor. In the Canadian Electrical Code (Section 6-302(2); 6-308, you can use a bare neutral in a raceway (or conduit/EMT). With a bare aluminum neutral, it must be run above ground in a non-metallic or aluminum raceway.
