Default Quadplex

First time I have come across this; inspected a 1997 quadplex and could not a main disconnect to cut off all power, currently 14 throws would be required which exceeds the 6 max limit. comments please.

Could you explain the correlation between the quadplex and 14 throws? Are there multiple units and multiple disconnects?

The services should have been grouped. I would hope that it would not be that hard to find 4 panels and meters in one building.
