Question on sump pump alarm wiring.

Ran across this today. Someone wired in an alarm for the sump pump,
( after final inspection I believe ) and used the white for the feed.
Bottom left breaker.
It's kinda odd, it enters box from below, exits out side to alarm light.
Shouldn't they have used black for power? and how would you comment?

If this is a basically switch loop you do use the white for the hot "input", although it should be reidentified.
The thought is down stream of the switch the black "output" will be the hot.
