That could be for the homeowner to connect a generator to the system if the main power goes out. They would turn off the main breaker and then back feed from the generator through that outlet. I've seen it a few times.

I'm not saying that is the ideal location for the device, but that is probably their reason for putting it there.

Yes I knew the reason for it being there just was not enough wire to allow the dead front to be removed

hey, you never know, he may have crammed 10' of cable into the panel behind the device so you can remove the front. LOL

This still requires a suicide cord, not a good thing to be handling when you have other problems that may be distracting you.

More people get killed after hurricanes than during the storm and generators are a major cause.
