Anyone run into one of these dudes before found my first today

IMO attempting to perform power factor correction in a one family dwelling is futile. This is nothing more than snake oil.

My opinion also it was doubled tapped across the dryer breaker and one leg was loose and arcing when I removed the dead front. Shameful this was in a 20 unit condo plex for the elderly. Someone bought a pig in a poke

Mostly just plain silly.

Whether it is a scam or not depends on the local tariff. Most residential tariffs do not take power factor into account. PF is presumed to be lagging (because most reactive loads are inductive) so the correction is done with a capacitor. The homeowner may not benefit but the utility company will.
