It also looks like he is/was attached before the meter...hence some free electricity...call the theft of services department from the utility company and that will come to such a fast end he will not even know what happened to him.

You usually have to go to Mexico to see things like that. It seems like a lot of risk (physical and legal) for the meager amount of power he can steal with that SJ cord
