Sure, they can sue the guy who did the work, but if he has no insurance, they won't get anything. Then they get the idea to sue the government agency to "licensed" them, but this doesn't work. Then they get cynical and believe that all electricians and government officials are corrupt and theives. And the circle of life continues.
