Default Service Drop & SEC Clearance Requirements

Is there a requirement for clearance over stairs and doorway landing? (I know about the 10ft requirement for balcony/decks and yards, but I can not find any for stairs and doorway landing.

Someone can reach up and grab it which makes it a safety hazard. A walkway/balcony needs 10' clearance...my thoughts.
