Default Service Equipment Grounding

Older building, two service equipment panels, seperate meters, what appears to be the GEC is at right of left hand panel, in (new to me) small diamieter "BX" style jacket, other end to water pipe. NO GEC to right hand panel. Panels connected together with what appears to me to be a short lenght of standard rigid conduit. Branch circuits pass between panels en route to conduit. Comments apprecisted on grounding, "bonding" between panels, and circuits rounted through panels.

A common grounding electrode is fine - the bond between panels may be okay as well. What I don't see is the bonding strap or screw at the grounding bus bars.

The BX jacket should also be bonded at both ends - to the ground clamp and to the panel.
