My last two inspections I could not locate the service ground, They could be ufer system. Shouldn't there be an access panel to see the proper ground? How else would I tell.

The Ufer connection is typically hidden behind a cover plate. In CA, it's usually found in the garage directly beneath the panel.

From today's inspection. Ground behind cover plate in garage (it was on the opposite wall from the panel).
