Default Service panel full of paper tags

Inspected a service panel that had each circuit marked with a paper tag and string. It was a 200 amp panel and it was full. Lots of tags. I was going to call this out as a safety hazard, but couldn't remember the exact wording of this potential fire hazard, or code.

There is an old thread on this exact subject.

IMO there is NO hazard to report, and there is NO code against it.
