can anyone refrence when this code was implied?

Actually they are wired in parallel.

First off this is NOT an electrical issue. It is a building code issue. How they are wired is an electrical issue.

Second, this varies greatly from place to place, although it has leveled off in recent years.

I am sure others will have an IBC code to quote.

Series? Do you mean 'interconnected' perhaps? There's no way to say, without additional geographic information. It's been in model codes for at least a decade. When and where they may have been adopted varies

It would be safe to say it was when the Florida Building Code was adopted (2002) if Hillsborough County didn't have it before
