Default Something strange...

... happend at today's 1936 home with lots of electrical upgrades. Not sure if some of this stuff is related, so I will just describe what I saw. Newer 200 amp seimens panel with inspection sticker. Panel has two 20 amp GFCI breakers, each labled "kitchen outlets". Half of the kitchen outlets are served by one of the GFCI breakers (works fine), but the other half of the kitchen outlets are not GFCI protected and remain on when both "kitchen outlet" breakers are tripped. When a certain kitchen light switch is switched on, one of the "kitchen outlet" GFCI breakers trips, although the light served by the switch remains on. Lastly, there is a red multistranded conductor with black electrical tape on it that terminates at the neutral bus in the main panel. Of course I am going to defer it to an electrician to sort out, but I am wondering if anyone has an idea of what is going on. Generally, the electrical components in the home looked professionally installed.
