Trying to follow.

Is the bonding strap connected to the panel off the neutral bars? it looks like it. If that was removed then it would be OK right?

The almost made it. They did separate the neutrals and the EGC's but they forgot to remove the bonding strap. A simple fix by loosening one screw and pulling out the strap.
