Sure Tst Arc with all lights on?

I ran into an unusual situation today. This is a Sure Test Arc tester model 61-059 lit up! Has anyone ever experienced this? The house is old and has K-T all over, buried in insulation and spliced every which way.

Thanks, I suspected that considering the switch to the left controls the power to the electric baseboard heater just underneath.
