Default Surge Suppressor Double Lugged

I saw this in a home I inspected today. A surge suppressor double lugged on a 30 amp breaker. Has anyone seen this before and is this appropriate?

You'll see TVSS's (Transient Voltage Surge Suppressors) double lugged like this frequently. As you may know, double lugging is permissible with some brands of breakers and not with others. This looks like it may be a GE panel, and I highly doubt that double lugging is permissible. That TVSS is also designed to be installed and secured in a knockout of the panel. That is a problem also, as a TVSS that actually takes a real hit can whip about in the panel and cause other collateral damage.
