Must have used an entire roll of vinyl tape!tape-tape-etc-disposal-1.jpg

I bet there was water leaking down onto the box and that's thier way of "water proofing" it...

God forbid they fix the leak.

Hard to say what the reasoning is, but if the stuff you can see is that bad, it's the stuff you can't see that's even more worrisome.
