I could not tell if the neutral and ground bus in this service entrance equipment panel are bonded together. Shouldn't I see a metal strap between the two? Or is the metal strap perhaps encased in the becalite?

The interbus bonding strap is buried in the black stuff but I don't see the bond to the can. That hole about 2" up on the left side is suspicious because that is about where the bonding lug might go

Yes they are bonded together...and the small grounding buss is attached directly to the panel housing, with a lead connected to the right hand buss. All is bonded.

I don't see a 4ga wire on that little bus (250.66)
