Does anyone know what this is? It attaches to both lags, and the ground. It fits inside the panel, which happens to be a split bus panel.

I don't need to know.
It is installed in the lugs intended for a single wire. Nuff said. Recommend removal or relocation by qualified persons. It is probably a bypass/spike filter. You can argue with intelligent people but to argue with a mush head is like trying to grab fog-Thomas Sowell |

Lightening/spike suppressor.
I write them up like ML wrote, but no one wants to remove them.
