Default using half a breaker
double 20 amp breaker with only one side used, is this a problem ? recommendations ? see picture

It will still trip the breaker. If you want to be technical about it, you can suggest taking off the handle tie.

Are those ground wires attached to anything?

the ground wires are sticking through another bar on the panel
