Saw a ground wire for the sprinkler timer wrapped around another ground wire that was properly attached to the buss. Since there were no more available screws, whoever installed the timer just wrapped the ground around the wire already in the buss. Hope this makes sense.

A wire nut or crimp connector should have been used. It may also be possible to pigtail the wires or add the second wire to the hole in the buss.

Keep it simple…

There is an improper grounding connection in the [service or distribution] panel, which should be corrected by a qualified electrician.
