Default Water in Main Panel

From today's inspection
Split Main Panel
.... water is entering the service cable from exterior and flowing to the Panel...

Did you actually see water/moisture? It looks like your average loose connection to me. . .

yes...
Damaged insulation / jacket on exterior service cable...
water streaks and bottom of main panel heavily corroded...

Looks pretty nasty! Could you see the severe rust on the outside of the panel cover ? If so; I wouldn't have touched it.
