This photo has been on this board and others repeatedly in the last couple of weeks.

Some think it a posed photo.

Some not.

Who knows?

It is from Europe in anycase and the voltage there is 230 VAC 50 Hz.

The fact that the picture was on a German site doesn't mean anything - pictures like that are often circulated via e-mail and uploaded to various fun pic servers all over the world.
In some pictures you can see a car license plate though, the pictures were taken in Steinfurt/Germany.
