Can one assume in the second picture that coupling three phone wires equals...oh, say 8 amp capacity??? maybe...???

Thats called a light "dimming" circuit...
Just remove a wire or two and Vol la!!

I once worked on an A/C unit that had 277v on 18ga wire, I guess someone at UL thought that was a good idea one day. It realy is all about the load.
