Looks like a split-bus. They should be attached to a breaker, which would feed the lower half of the panel.

Thank you.

Could not get my Tic Tracer to give an accurate reading on the wires and did not even think about a split bus. DUH.

Oh Well the the Sub grounds sucked and an Electrician will have to sort those out.

I found a split bus panel here.... i would have liked to have seen my face when I first took the cover off..
