Not as far as I know John, only required if mechanical equipment is present

I found this. Lighting outlet in attic: IRC E3803.4

(the fact that a scuttle hatch was installed indicates an area that is accessed for service or storage.

The 2006 IRC says:

Quote:
E3803.4 Storage or equipment spaces. In attics, under-floor
spaces, utility rooms and basements, at least one lighting outlet
shall be installed where these spaces are used for storage or
contain equipment requiring servicing. Such lighting outlet
shall be controlled by a wall switch or shall have an integral
switch. At least one point of control shall be at the usual point
of entry to these spaces. The lighting outlet shall be provided at
or near the equipment requiring servicing.

Commentary: In attics or crawl spaces that are used for storage or
have equipment that requires servicing, a lighting outlet
is required with a switch at the point of entrance. If
an attic or crawl space is not used for storage or contains
no equipment, no lighting outlet is required. A utility
room and a basement would have equipment
and/or be used for storage and would require a lighting
outlet. Similar requirements are found in Section
M1305.
oops...see you already found it.

Lighting is required where mechanical equipment is located AND if the attic space is used for storage.

And since I dont mess with the IRC with respect to the Electrical Codes I will give you it also according to the NEC which the IRC copies for the most part.

210.70(A)(3) Storage or Equipment Spaces.
For attics, underfloor
spaces, utility rooms, and basements, at least one lighting
outlet containing a switch or controlled by a wall switch
shall be installed where these spaces are used for storage or
contain equipment requiring servicing. At least one point of
control shall be at the usual point of entry to these spaces.
The lighting outlet shall be provided at or near the equipment

requiring servicing.

I have written it up when a technician would still need a flashlight light at the furnace because it was not well illuminated by a light.
