Default 12 seer

I inspected a home today with a 12 seer air conditioning unit dated January 2006. Is this the last month 12 seers were made?

As a home inspector why would the SEER be of any merit?

I thought everything built starting 1-1-06 had to be 13 seer, maybe it was a later date that month.

Some builders stored 10 seer and were still installing them in new houses in 2006 legally. I let my clients know if they have one of those.
