The disconnect for AC is rated at 60 amps. The AC is rated at 30 amp min. and 35 amp max. Does the disconnect need to be a low amp breaker?

Yes it needs to be fused or breaker to 35 amps.

It can work as is if the breaker feeding the disconnect is sized appropriately.
