Found this at my aftermoon inspection today. It is in the service disconnect panel for a a/c condensor. Anyone know what it is????

Looks like a switching power supply that may monitor both 120V lines and shut off the control voltage for the hvac if one is missing.
Just a guess, need a closer look... |

Whatever it is, it appears to have been bypassed. . .

It was bypassed. Outside the panel on the left side is a heat sink and there was also an adjustment knob of some kind. Its below the blue looking thing in the picture.
