What is the age of this RHEEM water heater. 0382309363? 1982.

Yes, Rheem is the third and fourth digits so 1982 is correct

Yes, southern Michigan is correct:

The first four numbers tell you the age of the water heater. The first two numbers are the month and the next two are the year it was manufactured.
