Im seeing alot of dirt and soot when I remove the filter...is this normal ?
( Does the filter block the dirt and dust) Or should I recommend that the
return be cleaned ?

Recommend cleaning and servicing. Also tell them to verify that the filter stays in place during operation.

You would be surprised how many homeowners think the filter works on the supply side. They "assume" it's filtering what comes out of the registers, even though they are aware of the draw at the return registers. One client said she always wondered why she never smelled crayons melting.
