Default device on supply duct

What is this motor for?

I saw no zoning control box...

Its in a new 2-level townhome that has one hvac unit, one thermostat.

Where do the control wires end up on the other end?

Also the cover is missing on the motor. I'm guessing it controls some type of zone or balancing damper but don't have enough info.
