Electric furnace with a heat pump. Emergency/auxilliary heat was the only way furnace operated. Now my question, can a system be hooked up to only operate in aux/emergency only, instead of using the heat pump?

Yes.
Disconnect the yellow wire from the thermostat. But this is not the question you want the answer to... Where you in Nashville? I had one like that last week! There are many reasons it may be off, like tripped off on high pressure switch from operating in heat when it's hot out... Smyrna Tn last week: seized outdoor fan motor (off on high head pressure)... Tripped breaker, blown fuse on outdoor unit, inside will still run in em heat... "Insanity: doing the same thing over and over again and expecting a different results."
