Default Equipment pad for A/C Condenser

Does anyone know the requirement for California....does it have to be concrete or can it be an equipment pad made out of some kind of fiber / poly?

I ask because I see alot of them around here especially on newer construction.

New construction down here is that fiber/plastic stuff. Didn't know there actually was a requirement as far as type of construction material, only that it should be raised off the ground.

The fiber/plastic stuff is all I see (if there is a pad). Sometimes the units are elevated off the ground and supported by metal beams coming out of the foundation. As far as I know, as long as it's not on the ground (or sitting on a rotten piece of plywood) it should be okay.
