Default Filter check ? on this type of Heater Unit

This type of heater had two covers for access. The first one
was a manual screw which exposed the manifold. The second
cover which would allow access to the filter was screwed on.
Should I unscrew a panel to access the filter ? Is this going
beyond a normal home Inspector procedure ? Im in Southern Calif.

Yep. Also a great chance for marketing. Picture for the client so they understand where and how to change the filter.

? Definite lack of workmanship.

They loved elbows on the vent.

A/C drain definitely not vertical.

Is that a flexible gas line going into the furnace cabinet?

Burner cover missing on water heater.
